Prior to joining Aron Real Estate in 2011, Donovan provided real estate development and public affairs consulting to mixed-income, multifamily private developers and non-profits agencies leveraging public and private resources. In addition to his consulting experience, Mr. Mouton served as Director of Urban Affairs of the City of Kansas City, Missouri Mayor’s Office. In that role he lead the implementation of the Mayor Kay Barnes urban housing development agenda as well as reformed and managed the centralization of the City’s federal grant seeking and writing efforts, resulting in over $10 million in federal and competitive grants being awarded during the Mayor’s tenure.

As a Senior Associate at Aron Real Estate, Donovan’s focus include representing sellers and buyers of existing or eligible housing and historic tax credits properties as well as providing fee development services that include affordable or mixed-income multifamily housing project feasibility; assist in obtaining required approvals, entitlements and permits; seeking public &/or private resources; facilitating outreach to community organizations, public officials, and state, local and federal agencies; and property lease-up / stabilization.

Donovan holds a bachelor’s degree in Political Science from the University of Florida. In June 2002 he was honored along with 22 state and local government officials, with a Fannie Mae Foundation Fellowship to attend Harvard’s John F. Kennedy School of Government program for senior executives.
